BACKGROUND AND OBJECTIVES: Open governance is considered an important tool to solve complicated issues in countries, increase efficiency, and build public trust based on indicators like information transparency and public participation using Information and Communication Technologies. Therefore, considering that no research with this title has been conducted in Iran, this research was studied in the municipalities of Tehran Province, Iran, with the aim of identifying the factors that constitute open governance in Iran's public institutions.METHODS: The present study is mixed-method research. In the qualitative part, interviews and theme analysis were used, while the quantitative part used a descriptive method. The study population in the qualitative section consisted of university experts and specialists who were knowledgeable about the subject of the study. Purposive sampling was used, and after conducting 20 interviews, theoretical saturation was achieved. This study was conducted in the first half of 2023. The study population in the quantitative section consisted of all senior managers of municipalities in Tehran Province, estimated to be around 440 individuals. Using the Cochran formula, 205 individuals were selected as the sample. Data was collected using both library and field methods. A 23-item questionnaire with a Likert scale was constructed, and validity and reliability were checked in all sections. SPSS-24 software was used for the descriptive part, and Smart PLS 3 software was used for analysis, including Pearson's correlation test, one-sample t-test, and structural equation modeling.FINDINGS: The findings indicated that the dimensions of open data, open service and open process were found for the establishment of open cooperation. By performing the first-order factor analysis, the factor loadings between the indicators and dimensions of the model were in a favorable condition. On the other hand, in the second-order factor analysis, the factors open data, open service, and open process were determined at 0.964, 0.968, and 0.955, respectively, which were considered significant according to Student’s t-test.CONCLUSION: Three key factors are needed to establish open governance. The open process includes policy changes, approval of necessary regulations, modification of organizational structures and activities. Providing open service, including systems and platforms that allow greater participation of civil society and other urban actors. Open data includes publishing public data, reporting on the performance of managers and public institutions in established platforms.

BACKGROUND & OBJECTIVES: Quick advancement of technology, rising risks, globalization, and expectations for privatization are among the environmental characteristics that current organizations are facing. To be successful in this setting, lean human resources provide a competitive advantage, which its implementation results in the continuous removal of wastes (obstacles) and the high-quality and low-cost providing of services. Therefore, the objective of the current study is to Evaluation of lean human resource management model in the Islamic Council of Tehran. Tehran''s City Council as a service organization must reform the structure of Human Resource to increase the skills of employee, so this study aimed to changing the approach of Human Resource Management to Lean and increasing the productivity. METHODS: The present study uses a quantitative approach. This article has a “descriptive-correlational” methodology of the type of “analysis of variance-covariance matrix”. In other words, the relationship between variables is analyzed based on the purpose of the research. The survey was carried out in the form of a desk and field research. The research model was extracted via analysis and interpretation of the interviews with the experts of the Islamic City Council of Tehran by employing the thematic analysis method and four rounds of the Delphi technique. Eventually, the measurement model and the structural model to assess the relationships between variables, as well as confirm the developed model, were examined utilizing the data gained from the Islamic City Council of Tehran.FINDINGS: On the basis of the findings achieved from the structural equation modeling, the items "Performance Appraisal" with a factor loading of 0.89, "Employment" with a factor loading of 0.91, "Improvement" with a factor loading of 0.77, "Remuneration" with a factor loading of 0.87, "Supply" with a factor loading of 0.92, "Compensation System (Benefits and Rewards)" with a factor loading of 0.84, "Flow" with a factor loading of 0.76, "Relationships" with a factor loading of 0.79, and "Maintenance" with a factor loading of 0.86 explain the latent variable of the "lean human resource management model in the Islamic City Council of Tehran".CONCLUSION: Results of this investigation have presented a comprehensive model for the evaluation of the lean human resources management in Tehran''s City Council that could be exploited by industrialists and scholars.NOVELTY AND ORGINALITY: The LHRM model has not been designed and localized for Tehran''s City Council up to now. Therefore, this research enhances the existing knowledge about LHRM.

Human resources are the most valuable capital of an organization, and managers are trying to provide motivation and productivity along with preserving the workforce. One way to motivate and increase productivity is to provide welfare services to employees. Using Adams' theory of equality, the current research attempts to design a desirable model for providing welfare services in the organization. It is an applied, descriptive and survey type research. The statistical population includes the staff of District 22 of Municipality of Tehran. Using the principles of sampling size in multivariate regression analysis, 357 questionnaires were completed by cluster sampling method. The process of data analysis was carried out in two stages: determining the relationships between variables and the dynamics of the systems. The results showed that the improvement of financial services was recognized as an attractive scenario of this research because of a 30% increase in productivity. Meanwhile, 38% increase motivation and 27% reduce dissatisfaction. Improvement in entertainment services has been identified as a desirable research scenario due to the optimal and simultaneous increase in motivation and quality of work life. Improving health services has been identified as a weak scenario for not having a significant impact on state variables due to the lack of influence on state variables.
